Because of the integration with the concept of 'ibays' changing it would
be messy. It would require the creation of custom templates so your config
changes to apache didn't get overwritten at the next upgrade (or template
expansion). IMO much easier to get used to webroot being where it is.
I've never found it a problem but then most of my linux server experience 
has been with SME Server (e-smith).
