This appears related, but is actually orthogonal.

The hierarchy_stoplist is a method to tell squid when peer caches will
be irrelevant for a given request, in addition to it's builtin
heuristics (i.e. CONNECT is always useless for sending through peer
caches, as is POST requests).

never_direct is the mechanism needed.
