That sounds remarkably like it's working. How do the modules work? Is there a line in modules.conf that associates a device with the module? (I assume it's a module) What happens if you do ATX1DTphone_number (I think it's X1 you need - tells it to ignore the carrier detect from the modem). Could also be X0 or X2. If you've managed to purchase something that actually gives output, I'd be wanting to investigate some more before returning.
