No, I've never been able to find a way to do that perfectly. I've tried variants of using send-hook to make it work for a subset of cases, though. Have a look at http://spacepants.org/conf/dot.muttrc and hunt for 'send-hook' near the bottom, which adjusts a few variables based on the mailing list I'm replying to.
