No, I've never been able to find a way to do that perfectly.  I've tried
variants of using send-hook to make it work for a subset of cases, though.

Have a look at http://spacepants.org/conf/dot.muttrc and hunt for
'send-hook' near the bottom, which adjusts a few variables based on the
mailing list I'm replying to.

It doesn't do anything when you are composing a new mail, though, and
doesn't work when the mail you're replying is on a list mutt doesn't know
about.
