tinydns is an authoritative nameserver only.  It responds to requests
for hosts it has been configured with addresses for.  Everything else
gets ignored.

I would regard the above as a fairly hefty bargaining chip. :-)
If bind really is out of the question, perhaps djbdns is what you're
looking for?
