I've tried IPSec from IPCop with a Watchguard. Works fine. There's even a HOWTO on the IPCop home page which helps you get going. The Watchguard isn't a low end router though (well, IMHO it is a low end router, but it has a high end price tag).

Never tried IPCop or FreeS/WAN against a Netcomm or anything.
It is probably going to work, however, since as far as I know
both ends can be set up for manual keying which is your lowest
common denominator in that department.

Really, for $600 you can throw together a PC, chuck IPCop on it,
and it will eat for breakfast anything that D-Link or Netgear
throw at it.  By the time you factor in the download savings you
get from using the transparent proxy and stuff, it doesn't cost
a whole lot more either.
