without more info could be any number of things:

- interface sendmail is listening on (inet directive in sendmail.cf)
- it may be possible that the tcp wrapper is stopping the connecting - check the hosts.allow file
- check the access file for the sendmail configuration - make sure the ip addresses/network for your clients are listed as relayable.


and probably a number of others. The locations of the files mentioned depend on the system
