I've looked at how Redhat 9 configures cups.

/etc/printcap
/etc/printconf
/etc/printcap.local

Also Redhat has a switch script for changing LPNR to CUPS, but the howto
written by Redhat is on the GUI switch application.

I will look closely on now Redhat does this switching printing systems.
