I was considering packaging an "iexplore" installer for Debian yesterday. (download the freely available ie*.exe archive on package install and set it up under a wine-using shell wrapper) The IE (5.5sp2) license.txt says that you need to have a copy of some microsoft OS to use IE, but doesn't actually say you have to run IE *on* that microsoft OS..
