Afterstep and it's derivatives are usually pretty good like this. I think
windowmaker comes into that category and is probably a bit more developed
than most.
How minimalist do you want? Afterstep derivatives aren't totally
minimalist, but aren't gnome/kde size either. I use afterstep on an old
pentium 166MX laptop with 64M memory. It used to have 32M, but that got
tedious with lots of browser windows.
