But..... ECN is off by default on redhat9.

I have the same problem. windows and linux going through
a broadband nat'ing router/switch; linux has problems getting
to some websites.

I suspect DNS; perhaps caused by redhat's firewalling combining badly
the NAT'ing on the router, or something similar.

What does your /etc/resolv.conf as nameserver entries?  Your
ISPs nameservers, or the ip address of your adsl router?
