The httpd.conf stuff looks OK to me. It's more or less identical to the
default configuration.
I wonder if there's something wrong with the way 'localhost' is set up?
Does your setup work if you put '127.0.0.1' in instead of 'localhost'?
What do you get if you type `dig -x 127.0.0.1` ?
