Richard, your settings don't appear wrong, so you need to follow some basic
troubleshooting steps.
I find the OSI model helpful for these sort of problems.
You start at the physical layer and work up.
Follow these steps in order for nearly any networking problem and you should
discover the cause.

Layer 1:  Is the cable OK?
Layer 2ish:  Do you have Link light?
Layer 3: Can you ping the IP (not name!)? (cable could still be dodgy at
this point)
Layer 4ish: Can you telnet to the port on the target machine and get a
socket? (not connection refused etc) (might be a firewall problem.)
Layer 5-7: Are the settings in the application right?
