I'm no debian user but from what you've posted I can tell it's just trying 
to avoid Apache-2.x.x being installed. The package specified Apache-1.3.27 
instead or less and unfortunately you have 1.3.27.0. If there's a force 
option or ignore dependencies option or something I'm pretty sure it will 
be safe in this case. Either that or get the maintainer to fix the 
package.
