Skype is proprietry/closed AFAIK, so someone woul dhave to reverse engineer the 
protocol.

As far as other VoIP protocols:

H323 - OpenH323.org has quite a few aps
IAX  - (Inter Asterisk eXchange) see asterisk.org, clients include gnophone
SIP  - (there should be some...)

Asterisk is a nice VoIP and hardphone PBX, they've just released 0.7.0, many people 
have been using it
in production environments.
