Many of these things can be found in the "redhat-config-*" collection of 
RPM's. Point in case, redhat-config-date includes the timeconfig binary. 
However, contrary to that, util-linux now contains the hwclock binary. 
Most effectively used like so:-
# date 01272221
# hwclock --systohc
