Anyway, does Open Office read Word Perfect files?

Not out of the box in current versions. The utilities exist but Some Assembly is Required. There are groups working to fix that, but I don't think they've finished yet.

Do you know of any legal people (like secretaries) using Open Office for
legal stuff? That would be a good test of non-mickey mouse stuff. I have
a few substantial books that need converting. Everything else is
mickey-mouse compared to them.

I've had good success writing book-sized computing documents with OpenOffice. I've found computing books to really stress the word processor being used, so mnuch so that I hate the whole da.. lot of them. I'd really recommend by the most recent version of Special Edition Using StarOffice before writing heaps -- the book has lots of good stuff relevant to big documents.

Legal documents are a minefield (eg, there are special requirements
on things like what contributes to word counting). So I'm not qualified
to comment.
