Hmm. So, I don't actually know, since I don't run ftp servers anywhere. TLS however is 'security stuff', so at a guess I'd say that proftpd has a new config file in this version that requires TLS. ie - it's probably a bug. So, First of all I'd check if there are any newer packages in cooker (since cooker == stable + bugfixes for now), and see if that fixes it. Otherwise you might be able to fix it by digging through the config file and finding this reference to TLS. It might be a case of installing something, or it might be a case of commenting out something in the config file. That's probably not much help I'm afraid, sorry.
