Looking at that URL the BoM has gone to the trouble of including "<meta http-equiv="Pragma" content="no-cache">" in the page. Is your proxy honouring that?
Apparently not but I'm not sure why. My refresh_pattern statement is a bland
refresh_pattern . 0 20% 1440
I've just changed this so that max (1440) is now only (60) minutes which kinda defeats the purpose of a proxy server somewhat but does "fix" the problem. (well ok it's not fixed it's fudged, the buearu's charts come out twice a day.
I'm not sure what setting might affect Squid's decision to honour the "pragma no-cache" but it's a good place to start :-/
