Matthew We do this, but we set up the directories for the customers in advance from the console.
They can create sub-directories from their Windows clients if your have create mask and directory mask set to 0777, and the sub- directories will be world readable. If when they create users from Webmin, you have it set to also create the /home directory, and share those through samba, each person can also have private information on the server. Works great for us (unless I've completely missed your point!)
