I have turned maximum debug on the machine that doesn't work and there
is no mention of X11 unlike the other which clearly indicates that it is
setting up X11 forwarding.
In addition to Jan's suggestion, check /etc/ssh/sshd_config on the server side of the connection.
Check that X11Forwarding is set to 'yes', even if you try to override it on the command line, you can't if it's set to 'no' in that file.
