I just had a look at http://images.google.com and there are several icons that could be edited to provide the on-hook and off-hook. Just pick one that has the handset part separate enough from the phone body and use the gimp to create a copy of that but with the handset 'taken off'.


e.g.

Grab the phone and handset image and manipulate in the gimp to create your own on and off version.


A smaller icon would be:
