I can't imagine why you would want to run FTP on a firewall.
Firewalls are designed to do one job and one job only, and do it
well.  For security, you are best sticking to letting it do its one
job.

Besides which, FTP sends passwords in clear text.  A better
alternative is scp which uses ssh and is encrypted the whole way.
