I can log in with blank passwd on RedHat 7.3, 8, &9 as well as Fedora 1 and 2.Don't set blank passwords. A user with no password generally can't log in.
I've tried this and it worked.
The other possibility is an expired password, which you could reset with chage.
No expiration.
