There is ePerl for about 10 years now. I'm not sure it's still the
leading "embedded perl in HTML" implementation. Maybe something a little
newer called "embperl", which mentions other implementations in its
intro

is the one to go with now if you want to use Perl.
All in all, I used to like working with ePerl much more than PHP back
than - PHP seemed to keep adding "special feature/syntax for X" whenever
"X" was missing while ePerl and friends just used "Perl as you know it"
with all the ready-made modules available for you. Though PHP went a
long way since.
