Bluetooth dongle works as a modem using BlueZ rfcomm protocol stack. You can dial to another Bluetooth enabled device and run PPP and works exactly like your analog modem to access a network or the internet. In that sense it is a wireless modem.
Of course it can also function like a wireless NIC so it is is a wifi NIC.
