I've got a static ip with some provider. I'd like to run my own mail server. So now I have to register a DNS name including MX records.
Do I have to register the name with the current provider or can I do this with anybody (like anchor,...)?

anybody. If you don't care what the domain name is itself, you can use a service like dyndns.org to create a name and point it to a static IP for free.
