What about "remind"? I haven't actually used it but it's available
for Debian (testting) and from a quick read of its manual it supports
complex (even "very very very complex", I'd say :-) ) date calculations
including holidays (with "OMIT" for mark holidays and "AFTER" or
"BEFORE" to move an event after or before an omited day).
BTW - I found it by running "apt-cache search holiday".
