But if it is not there, one should not immediately conclude that the 'jfs' driver is not in the Kernel and has to be upgraded. This is wrong idea to expose linux users into.

As you probably know, with Linux,  it is
the practice that fs drivers are 'compiled as modules' not
'link compiled as static libraries' except ext2.
