Personally I would tcpdump my way out first, and try to pinpoint your block.
As this was a black-out which caused an 'unclean powerdown 'you would possibly find one of your script files could now be corrupted.
then
ascertain whether blocks are IP or Domain specific.
Secondly as you have your NAMED server this might just be a suspect.
