Look at Computer Bank.  Put together a detailed proposal to them and see
what they can come up with.  

Think big!

You could write the program that automates the paperwork with the dole
people and release it as FOSS.  You can then get a helping hand from the
govt to create a small business aimed at supporting that FOSS software
on an ongoing basis.  Now with your experience you build your small
company to do other support and you are now using you software to assist
other WFTD programmers to work with FOSS and generating a stream of
loyal programmers into your company as it grows.

Why wait for someone else to take on your great ideas.  Do it yourself.
