I can't quite work out if you're speaking tongue-in-cheek or seriously, but
what you're referring to is, basically, OpenSkills. 
(http://www.openskills.org) They match *most* of the criteria you've given,
and I think it would certainly be within their charter to provide most of
the rest of those options, too.

And I don't doubt that Bruce Badger or one of the other OpenSkills bigwigs
could be persuaded to do a SLUG talk on the topic.
