I possibly don't understand the question:

You have Windows installed (say /dev/hda1, 1/2 total disk)
    Not using hda1 is possible, but much harder.

Install FC allocating swap and partitions as you wish.

Accept the grub entry for DOS/Winders.

The End.

I missed the hard bit ... the above works without a hitch.
Now installing winders 2nd, overwrites the MBR, boot from
CD in rescue mode. chroot to the mounted root partition
grub-install /dev/hda
fix the grub config to do winders.

Much easier to start with winders installed, the do NOTHING
to get dual boot running
