Hello, This note is to advise of the end of the problem I had which was with my dial-up connection when my system was allocated the remote address of 210.8.1.13 in AAPT's network.
My machine is now able to connect to that router. AAPT have had a technical upgrade of their service, the details of which I am not privy to, and since that time my problem disappeared. In discussion with them they were unable to nail the original problem conclusively, but, for now all is working normally. Thanks to the respondents. They were all helpful.
