I recently shrank the NTFS partition which occupied the whole of my (then sole) hard drive, preparatory to installing Linux on the released space. I used FIPS, which worked very well. Things I read made a big deal of using scandisk and defrag before shrinking any Windows partition, so I did that. I don't suppose it could hurt to do it, even on a hard drive that hasn't been used by you after you buy it, since who knows how the preloaded things were installed?
