I was really impressed when I first had a look at GNU Arch (Tom Lord's
Arch). I fixed a bug and added a feature within about 10 minutes. I
don't know how different bazaar is, but Tom Lord's version is still
available.

I'm a fan of Python for quick hacks but not so much for large projects.
However, because of the calibre of the people working on it I would 
probably suggest you look at bazaar-ng.
