just for the slug archives i found the problem here.
in the apache config file with older versions of apache, for the virtual servers I would have per directory options of
allow from all
deny from none
however the "deny from none" in apache 2.x seems to cause an exactly 15 second delay for every different part of the page.
don't know why this is happening though...
