False.

As long as bittorrent can connect outwards, it can upload and
download.

The efficency is far less than that if it can be connected to however.
This is as a tracker can direct a client to connect to a peer (instead
of a seed) for some of its traffic - but other peers cannot connect to
you.  Trackers usually penalise such nodes as they provide very little
to the health of the torrent 'network'.

>From the sounds of it, you still haven't got your firewall
configurations correct.
