That depends. In Australia, under the Hazardous Waste (Regulation of Exports and Imports) Act of 1989, it is *illegal* to export non-working computer equipment, unless the Federal Government has issued a hazardous waste export permit. So, if you find out someone's doing it, it should be reported immediately.
