Even better, have a look at the graphs on page 5:

Ignore the first two memory bandwidth tests, because the PIII and
P4 have different bus interfaces, but look at the the third graph
titled "linpack performance". In that graph, compare the 1.2 Ghz
Pentium III with the 1.4GHz Pentium4 for matrix sizes of 255 and
below. Do you see how the 1.2 GHz PIII beats the 1.4GHz P4?
