Thanks for that, I have now solved it by looking at the script.
The script no longer uses /etc/sysconfig/static-routes for ipv4 and the
format for the new file /etc/sysconfig/route-<interface> , for the
record, is:
ADDRESS0=192.168.1.1
NETMASK0=255.255.255.0
GATEWAY0=192.168.1.254
and so on, incrementing the suffix for each static route on that interface.

I think you can still use /etc/sysconfig/static-routes, but apparently
the correct location these days is
/etc/sysconfig/network-scripts/routes-<interface>
