There's an amazingly powerful utility for linux called "tc" which
even has a manpage. It will do everything you want and more. Unfortunately
the documentation is woeful, the HOWTO is confusing and left me even
less clueful than the manpage. Also, the whole design of the system
seems to be a bit strange (to my thinking) such that to do anything useful
you need at LEAST a three-layer stack of filters and queue disciplines
but you will quite likely need more layers.
What it really needs is a nice front-end compiler that builds all the nasty
kernel-level filter and queue discipline stacks when you describe in
more common language what you want to happen. Unfortunately, the necessary
description language doesn't currently exist and neither does a decent
front-end, neither does sensible documentation...
Mind you, the linux advanced routing utilities ("ip" and friends) still
haven't caught on in the mainstream and they aren't as hard to use.
These things take time...
