How are you trying to do the upgrade. If you are using the install CD
or the rescue CD then I have had no problems, even with a Xen host,
though the Xen guests are proving problematic.
What does
rpm -qa | grep hotplug
tell you?

We've upgraded to FC4 from FC3 before, no problem.
Now, we upgraded to FC5 using similar procedures
and many get similar errors, like this:
...

Error: Missing Dependency: hotplug >= 3:2004_04_01-10 is needed by
package sane-backends
Error: Missing Dependency: hotplug >= 2001_04_24-13 is needed by package gphoto2
Error: Missing Dependency: libneon.so.24 is needed by package librpm4.4
Error: Missing Dependency: xinitrc is needed by package xorg-x11
Error: Missing Dependency: xinitrc >= 3.13 is needed by package xorg-x11-xdm
Error: Unable to satisfy dependencies
Error: Package sane-backends needs hotplug >= 3:2004_04_01-10, this is
not available.
Error: Package librpm4.4 needs libneon.so.24, this is not available.
Error: Package initscripts needs xorg-x11, this is not available.
Error: Package gphoto2 needs hotplug >= 2001_04_24-13, this is not available.
Error: Package xorg-x11 needs xinitrc, this is not available.
I have hotplug and the rest installed.
Any clues. RTFM will do.
TIA.
