1. Install something sane on your development machine that won't punch you
in the face - sarge or breezy. woody will definitely punch you in the
face on modern hardware, being so old and crusty.
2. Install debootstrap via apt-get. (What are you doing downloading deb
files? Norty!)
3. Read the debootstrap documentation, and run it to create a filesystem
tree for woody.
4. chroot to your woody filesystem tree and do what you need - you now have
an easy-to-administer 'virtual' woody development environment. :-)
