You might look at woffled: http://www.gedanken.demon.co.uk/wwwoffle/ I used it for a while and was happy enough with it. It's feature complete, to be sure, but occasionally it can annoy you. Once in a while (especially in hotels that are faking website responses to force you to log in) you have to turn it off completely (ie change proxy setting in `gnome-network-preferences`). What it lacked, by in large, was co-ordination with the web browser. While not anywhere as functional, just telling my browser to be in offline mode is generally enough - even though it's cache is tiny.
