Howard correctly states that NTFS (Windows formatted) drives are read-only by default. (Being a proprietary format there are no real safe and open methods (yet) to write to NTFS )
You can use fdisk and ext2fs to format the disk from the CLI or alternative just use the Disk manager accessible from the Admin menu in Dapper.

IIRC, NTFS file systems are only readonly; if you can mount it as a CIFS
file system then it should be writeable. CIFS supercedes NTFS.
