Or a cheap obsolete GPRS-capable phone and serial cable.  Probably can 
be had 2nd hand pretty cheap, particularly if the screen or keys are 
dead.

One thing I noted about his requirements is he wants to connect IN to 
the endpoint.  Not sure if you can do that, don't think you get a public 
IP.  Though you could autossh out or similar.
