If there were actually no jobs, it sounds like a breach of Section 46 of
the Fair Trading Act (NSW) to me.

SECTION 46
Misleading conduct in relation to employment 

(TPA s 53B) 
A person shall not, in relation to employment that is to be, or may be,
offered by the person or by another person, engage in conduct that is
liable to mislead persons seeking the employment as to the availability,
nature, terms or conditions of, or any other matter relating to, the
employment.

You could lodge a complaint with the dept. of fair trading if you so
desired, then they may well have to prove they have the jobs they offer.

While occasionally you see joke ads for jobs at christmas for 'jolly old
man required to deliver parcels worldwide' etc. from my understanding of
the law, they're illegal, at least in NSW.
