Could be one of these indian call centres that pre-ring and put you on hold and make you wait with music till they talk. It's like ringing you in advance as they get so many hangups. Also there was a scam where someone claims to be from Telstra, a techo, and asks you to dial in #something and then they can make international calls for free from your number.
Probably Asterisk is doing a good job filtering this out...
