Your DHCP client. By default, one of the options it requests from the server is DNS settings for the network. And when the client renews its lease, it overwrites resolv.conf with the settings it gets. I don't have an ubuntu box handy, but from memory you need to look at /etc/dhcp/dhclient.conf .
